The Hague Convention
Non-member of the Hague Convention.

Brazil has adopted the Hague Convention regarding the abolishment of legalization of foreign general documents.
The purpose of the convention is to abolish the requirement for diplomatic or consular legalization of foreign general documents.
This procedure shall be replaced by a unified and simple certification issued by a qualified authority in the country from which the documents originate.
Instead of the general documents being legalized by the embassy or consulate, an APOSTILLE will be issued by a Notary Public.

In order for a Notary Public to be able to issue an apostille, the document must first be notarized.

IMPORTANT!  In Sweden, as of 1 January 2005, ONLY Notary Publics have the right to issue an apostille.
In Latvia you have to contact the Ministry of Foreign Affairs for further information regarding Apostille.
